MANAGER OPERATIONAL COMPLIANCE - NORTHERN NEW ENGLAND REGION
Job Description
Responsible for the management of assigned whole blood, apheresis and autologous blood collection activities, and for providing training programs for collection staff, and ensuring regulatory and operational compliance at all assigned operations. The incumbent is responsible for the management of assigned whole blood, apheresis and autologous blood collection activities, and for providing training programs for collection staff, and ensuring regulatory and operational compliance at all assigned operations. Reports to the Director of Collections NNE. Reporting to the incumbent are the Compliance and Training Specialists, Scheduling Coordinator, Schedulers, Manger, Automated Collection Sites and Automated Technology and an Administrative Assistant II. The incumbent works closely with members of the Donor Services management team and other Blood Services staff.
Duties and Responsibilities:
- Manages two Compliance and Training Specialists.
- Indirectly manages nine collection teams composed of eight to fifteen interdisciplinary staff members.
- In conjunction with Team Supervisors, coordinates work performance evaluations and competency assessments. Hires, evaluates, coaches and disciplines collection staff.
- Supervises scheduling staff.
- Ensures scheduled collections are appropriately staffed in accordance with regional policies and negotiated labor agreements.
- Manages delivery of mandatory training programs for the Donor Services Department Collection Staff.
- Coordinates on-the-job-training and evaluation for incumbent staff for new procedures including annual competency statements for staff.
- Coordinates clinical on-the-job training in conjunction with classroom training.
- Develops and supervises implementation of remedial programs for staff with identified performance deficiencies.
- Researches, analyzes and responds to adverse Sponsor Reports and donor concerns involving collection staff activities.
- Processes special staffing requests.
- Directs the activities of the staff to achieve smooth, efficient flow of donors as well as a pleasant and courteous environment.
- Ensures effective customer service to promote a positive, professional image of the American Red Cross Blood Services at all times.
- Visits a minimum of two operations per month for each assigned team supervisor to monitor performance.
- Conducts audits as required.
- Reviews site plans as requested, to assure suitability; conducts regulatory blood drive site visits to assure compliance when necessary. Implements, interprets and enforces organizational and departmental policy and procedures and guidelines.
- Participates in overall management of the Donor Services Department.
- Develops and implements communication plans to enhance employee relations. Uses appropriate protective measures as required.
- Reads and is familiar with New England Region’s Standard Operation Procedures (SOP’s) on Biohazardous Safety as well as all other assigned SOP’s.
- Practices all protective measures specified in SOP’s.
- Ensures compliance with state and federal regulations, National Red Cross Blood Services Directives (BSD’s), American Association of Blood Banking (AABB) Standards and New England Region policies and procedures
- Ensures that customer satisfaction is always given top priority. Manages (as required) daily operations at assigned site(s).
- Identifies and resolves problems related to collections, donor suitability, donor care, public relations, supplies and equipment.
- Ensures cost effective utilization and maintenance of supplies and equipment by Collection staff.
- Performs other duties as assigned.
Qualifications:
Required Education: Requires job knowledge equivalent to that gained through the attainment of a Bachelor’s degree. Requires current Registered Nurse license in appropriate state. Requires 5 to 7 years of related experience with at least 3 years of supervisory experience. Prior experience in a unionized environment and blood services collection operations preferred. Requires the ability to work effectively with a wide variety of internal and external audiences and to maintain excellent public relations. Requires excellent verbal and written communication skills, as well as excellent time management, problem solving skills and customer service skills.
Desired Qualifications: Demonstrated experience and proven track record managing staff in a union and non-union environment. Demonstrated experience leading high performing operational workgroups/teams. Demonstrated experience utilizing a solutions orientated, proactive approach to achieve organizational objectives. Demonstrated professional experience in a regulated environment (FDA) is a plus. Experience utilizing lean manufacturing techniques / Six Sigma is a plus.
